When can I start using Bill Payer?


Processing your Bill Payer application can take anywhere from 3 to 5 days. You will be able to access your account as soon as you receive an e-mail from TobyFCU saying your account has become active.

What bills can I pay through Bill Payer?


You can pay practically anyone using Bill Payer-charge accounts, utilities, even your doctor or day-care center. Some organizations will not accept payments via Bill Payer, such as the IRS and other taxing entities, court ordered payments, or payments outside the U.S.

Will I be able to use Bill Payer with any of my accounts?


You may choose only a TobyFCU checking account to be your designated source for Bill Payer purposes.

How many days does it take for a payment to reach my payee?


Since payment processing can take several working days, schedule your payments at least 5 working days ahead of the date they are due.

How do I add a New Payee to My Payee List?


Changes to payee information can be submitted online by choosing the "Add Payee" function. Please remember to enter complete information to avoid delays.

Bill Pay is FREE to all members with checking accounts.

When is Bill Payer available?


Bill Payer is available 24 hours a day, 365 days a year. Only system maintenance may interrupt Bill Payer's availability.

Can I use Bill Payer overseas?


Online Bill Payer can provide you with peace of mind if you are traveling for an extended period of time. All you need is access to the World Wide Web with a secure browser, and you can pay your bills.

How will Bill Payer debits appear on my statement?


" BP (company name)" will be the way they will appear on your statement.

Will I be charged the monthly service fee even if I don't make any payments?


There is no fee for Bill Pay.

Prohibited payments - are these prohibited with us too?


Payments may be made only to payees with a U.S. payment address. You may not make a payment of alimony, child support, taxes, or other governmental fees or court-ordered payments through the Service.

How far in advance can I schedule a payment?


You may schedule a payment to be processed on any future Business Day within one year from the date you scheduled the payment ("Future Payment").

How do I terminate or discontinue the Bill Payer service?


You may terminate your use of the Service at any time by writing to us. You must notify us at least ten days prior to the date on which you wish to have your Service terminated. We may require that you put your request in writing.

How do I place a stop payment? Is there a fee?


You may delete any single payment or recurring payment at any time prior to 5:00 a.m., Eastern Time, USA, on the Account Debit Date. You may also stop any payment by calling us in time for us to receive your request two Business Days or more before the Account Debit Date. Yes, there is a fee of $10.00 to stop payment.

Are payments processed even on weekends?


Payments can be processed only on Business Days, subject to system availability. If the Account Debit Date falls on a weekend or holiday, your payment will be processed on the next Business Day. Our Business Days are Monday through Friday. Federal Reserve and credit union holidays are not included.

Do I have to be a member of OutBac on the Web to sign up for Bill Pay?

Yes, you have sign up for OutBac on the Web before you can sign up for Bill Pay. If are not a member sign up now.

What is this cross account transfer form?


Online transfers within the same account number to different suffixes are a standard feature of online banking. For example: I sign up for online banking, get my pin number, go online to access my account #123456789. I am automatically set up to move money within any suffix under that account. Therefore, without signing any further authorization forms, I can move money from my checking account (suffix X) to my savings account (suffix A) and vice versa.

There is also a transfer that can be setup that would allow me to move money from two or more accounts. For example: I sign up for online banking. I want to move money into my son’s account for his allowance. In order for me to move money into my son’s account, I need him to sign up for online banking first, then he and I both need to sign the cross account transfer authorization form. Is online banking secure?

Our online banking service will require your Internet browser to be compatible with 128 Bit SSL encryption. 128 Bit SSL encryption has become the standard for secure Internet connections and is required by most web sites where personal, confidential information is transmitted. As another security feature, we NEVER send your name and account number together in the same transmission. In other words, when you first login to Home Banking, your name is sent, then, in the matter of milliseconds, your information is transmitted. In other words, if someone were able to “read” the data being transmitted over the Internet, they would first have to break 128 Bit SSL encryption, and then do it twice in the matter of milliseconds.

We also employ several firewalls and “hand shake” protocols that allow our computer systems to recognize one another and deny foreign computers access to the information.

How do I upgrade my browser to comply with 128 Bit SSL encryption?

The most recent versions of the more popular browsers will upgrade your browser to be SSL compliant. They also contain security updates and patches. It is never a bad idea to upgrade your browser when a new version is released. You not only get the securest connection and browsing capabilities available, but you also usually get some pretty cool upgrades.

How do I sign up for OutBac on the web?

The application for OutBac on the web is an Adobe Acrobat Reader file. You will need to download Adobe Acrobat Reader (if you do not already have it) to view and print the application. The application can be accessed by clicking here.

How do I allow online transfers?

Why does my online transfer not reflect in my balance immediately?

Online Transfers are requests for transfer only. The system is not real time therefore we, as the Credit Union IT Department, must go out and download the transfer requests from time to time. We do this several times a day to accommodate those members that move money around a lot and to ensure as accurate information as we can.

Why can I not transfer between more than one account number?


You are able to do this, however, further authorization needs to be filled out to accomplish this. In order to move funds between multiple accounts, both accounts need to be set up on online banking and all parties involved must sign the transfer authorization form. Transfers performed this way are assumed to be one way. In other words, if I want to deposit funds into my son’s account AND allow my son to deposit funds into my account, I need to fill out two cross account transfer authorization forms. One form would allow me to put funds into his account and the other form would allow him to deposit funds into my account.

Why do I have multiple passwords ?

You have more than one passwords because you signed up for multiple accounts to be accessed over the web. Passwords are assigned to account numbers not individuals. This becomes somewhat of an issue if more than one person is on the account and both parties want to be able to access their account over the web. Both parties need to be aware of what the password is for that account number. For example: My wife and I jointly own account number 123456789. I sign up for online banking, get my pin, change it, and begin transacting online. It is my responsibility to let my wife know what the PIN number currently is if she wants to access the account over the web.

What is an E-Statement?

An estatement is a printable, viewable, and downloadable form of your account statement. Instead of getting your statement via the US Mail, you will get it delivered to our secure online banking server. It is stored there in an Adobe Acrobat Reader format where you can view them, download them directly to your PC, and even print them out. It can hold two years worth of statements electronically. We recommend keeping at least seven years worth of statements, so you will need to print out your own statement or download them to your PC or even burn them onto a CD. You must first sign up for online banking before you can sign up for E-Statements.

How do I sign up for E-Statements?

eStatements are available only if you first sign up for online banking. Once you log into online banking, you will see a link called "E-Statements". Click on that link and fill out our online form. We will then email you a confirmation and some disclosures. You will then be asked to reply to the email if you do not want anymore estatements and would rather them mailed via US Mail.

How can I report an online fraud?

Your best method to report a possible fraud is to contact our IT department manager. His email address is tfrey@tobyhannafcu.org. Be sure to include a brief description of the problem and contact information so he can get a hold of you as soon as possible to determine the problem.

How can I contact technical support?

Our technical support staff is our employees. They have been trained and are knowledgeable when it comes to online banking. If you are unable (or unwilling) to contact our branch employees, feel free to email support@tobyhannafcu.org. We can answer your questions through email or through a phone call. Let us know by what method you would like to be contacted and we will comply.

Why does this website take so long to load?

The Internet can be compared to driving in a large city. Depending on the amount of traffic, you may be making good time and traveling smoothly, you may hit construction (especially if you live in NEPA), you may hit a traffic jam, you may be held up due to inclement weather, or you may be stopped talking to someone on your cell phone. The Internet has the same basic principles and problems. If a web site is loading slow, it may be due to an influx of traffic, the web site may be down, or you may be connected to the Internet during a “traffic jam”.

  • #1 - You can try another web site to see if it is just that site or if it is your connection.
  • #2 - You can disconnect from the Internet and try again in fifteen minutes.
  • #3 - You can even reboot your computer and try again.

One of these three solutions should fix your problem and all should be tried before calling technical support. In other words, if you are caught in a traffic jam and your vehicle is stopped, you do not necessarily pick up the phone and call the car manufacturer and tell them you have a problem. The same principle applies with the web. Don’t panic, remain calm, try the three steps above, then call technical support.

If your connection is slow, you will need to contact your ISP (that is short for Internet Service Provider). Your ISP is to whom you write a monthly (or yearly) check and intern they give you the ability to access the Internet. If other web sites are loading at a normal pace, but Tobyhanna FCU’s web site is loading abnormally slow, send an email to support@tobyhannafcu.org letting us know what time you tried to access the web site and if you were ever able to successfully load the web site. This gives us an idea of when to check our log files to try and determine what the problem was.
